All animals, including cats, must be confined at all times. This means that any animal must be restrained at all times in a fenced yard, in an enclosed pen or structure, or by a hand-held leash if in the custody of the owner unless the cat(s) belong to a Trap, Neuter and Release program.
Animals may only be tethered for a reasonable amount of time, not to exceed three (3) hours in a 24-hour period, or no longer than necessary for the owner to complete a temporary task that required the dog to be restrained.

Dogs that are kept outdoors require an area that is at least 150 sq ft. for each dog six (6) months of age or older. The confining structure must be constructed with materials that will not allow the dog to escape, but still provide access to its doghouse, a building or shelter.
The doghouse, building or shelter must provide protection from the elements, allow adequate room for movement and must be structurally sound.
